[*] Scope of Service:

(1) Vendor needs to provide animal tag licensing program
- To provide and administer a Animal Tag Licensing Program inclusive of processing and mailing County provided license tags, website with database search functions, customer service center, County data integration, and notification/reporting procedure
- Data and digital products will conform to prevailing documentation standards and will meet all County Enterprise Technical Services standards as required. All outward facing materials, including, but not limited to, advertisements, report documents, and online materials, developed will be compliant and provided in English, Spanish, and Haitian Creole as deemed appropriate by the County Project Manager and/or Director.
- Program Management: This task includes management of an interdisciplinary team with relevant expertise including, but not limited to, animal care, animal licensure, payment processing and reconciliation, managing call centers, data integrity, inventory control, and database management
- Development of Solution: Consultant must develop an online based cloud Solution that will provide all requested including a website accessible to the public. This task includes creating a timeline for transition of existing database and licensing service deprecation and transferring of all current licensure data and other pertinent data into the new Solution database, QA/QC checkpoints, and development of workflows for the Consultant.
- Final Acceptance Procedures: This task includes creating a timeline for existing database and licensing service deprecation and transferring of all current licensure data and other pertinent data into the new Solution database, QA/QC checkpoints, and development of workflows for the qualified firm
- Development of Program Marketing and Outreach Strategy: to create a Program marketing and outreach strategy that will enable broad dissemination of the requirements and benefits of licensure and highlight the new Solution
- The Consultant shall develop tools for, and support County Project Manager or designee in, the promotion of and community engagement in animal licensing. These tools shall include, but are not limited to, broadcast media and content, digital and print content such as website and social media content and design, graphics, flyers, advertisements, and event displays
(2) An optional pre-proposal meeting will be held on November 17, 2023
(3) All the questions must be submitted no later than November 29, 2023.
(4) A contract term will be for three years.
